Freedom of expression is one of the individual and fundamental freedoms.

It is the main purpose of section 19 of the Universal Declaration of Human Rights of 1948: "Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers."

Freedom of expression is however subject to restrictions set by law. Restrictions vary from country to country.
These restrictions are mainly defamation, public insult, racism or Holocaust denial.

Freedom of expression is usually the first freedom suppressed by totalitarian regimes.
