Photographer's Note
I made some changes, here is the repost. First I used NeatImage to get rid of the noise, then I cloned out the lights, darkened the buildings in the foreground and cropped off a little of the bottom.
This was the view I had one evening on my way into my Alma Mater, California State University Fullerton. The view is looking south with the gymnasium and a soccer field in the foreground. The clouds were really spectacular due to tropical storms off of Baja California. To enhance the clouds, I used one of my ‘high-tech’ techniques of filtering. I held my rose tinted sunglasses over the lens. Ha ha.
I would have liked to have framed the shot a little better, capturing more of the beauty. I also wish I would fork out the dough for PS, the software I am using now is really weak in its abilities. I didn’t do anything with the levels, just sharpening and a frame.

You got some great colors and did a nice job of smoothing out the noise in the sky.
There is one small white spot close to the top and just right of center. Is that the moon? Looks small to me, but....
Overall the picture seems unbalanced to me. There's an awful lot of sky for the amount of silhouette. You might have gotten a better picture had you found a nice big tree to use rather than the roof-lines, but that's pure speculation on my part.
